Rose was a recurring character for a good amount of the history of the Teen Titans before someone did the very simple math and saw what a cool character she would be and allowed her to suit up as Ravager. There's a real pedigree to the character concept, evoking fan-favorite character Hit-Girl. She went on to join the Teen Titans in an era when they seemed to struggle to find a lineup that appealed to the readers, but she was kept in the mix for quite a while because there was clearly something about the character that popped.
Before Rose joined the Titans in the comic, she was a dangerously unhinged character, intensely violent and unpredictable. They had captured something intrinsic in Deathstroke's core concept, because simply having him show up was a huge plot twist... Rose had achieved that as well, throwing entire stories into a topspin with her sheer presence, because you never knew what she was going to do next.
She became a more sympathetic character when she joined the Titans, but she also lost a lot of that unpredictability. Her penchant for random violence seemed to be replaced with a penchant for randomly getting naked and trying to sleep with people. She had become the resident team 'bad girl' instead of the volatile powder keg she had been.
We've removed all of her time as a member of the Titans. Not just because we wanted to retain her original persona, but because there is a very different role that was screaming for her.
For several years, the Suicide Squad has used Harley Quinn as their marquee character. She's fantastic, but from an entirely tactical standpoint, there was something off about recruiting what is essentially an insane gymnast for your covert paramilitary strike team. Harley has a role to play in the world of Batman's rogues, but the place in the Squad always seemed like it should really belong to someone else.
So what you need is a young female character with a martial arts skillset, whose arrogance and lack of a sense of her own mortality makes her incredibly dangerous, but who also has an obsessive relationship with the person that made her who she is. This was always meant to be Rose.
